Job Description :
Summary: Under administrative direction of the Deputy City Manager, the Director of Parks and Recreation directs and manages the operations of the Parks and Recreation Department. Designs, implements, oversees and manages a comprehensive Parks, Recreation and Leisure Services system including operations, programs and facilities. Supervises assigned staff in the operation of the Parks and Recreation Department.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.
 
Essential Job Functions:
  • Provides direction and vision to assigned staff in the operation of the Parks and Recreation Department.
  • Oversees daily Parks, Recreation and Leisure Services Division operations, maintenance, construction and delivery of programs and services.
  • Prepares narrative, statistical, administrative and planning reports for the community, City Council, Parks and Recreation Board, Frisco Community Development Corporation, Urban Forestry Board and the Public Art Board.
  • Attends meetings with City Council, Parks and Recreation Board, the Frisco Community Development Corporation, Urban Forestry Board and the Frisco Public Art Board as needed in order to represent the interests of the Parks and Recreation Department and to coordinate Parks, Recreation and Leisure Services, programs, activities and expansion.
  • Responds to and resolves customer complaints, concerns and questions regarding the Parks and Recreation Department programs, facilities, vision, policies and procedures.
  • Interacts with public and private organizations, City departments and staff, and City residents in the long and short term planning, development and delivery of Parks, Recreation and Leisure Services programs, services, activities and facilities.
  • Oversees and assists assigned staff with administrative duties in the daily operation and management of Parks and Recreation divisions.
  • Prepares, administers and monitors department budget.
  • Counsels, disciplines, evaluates and directs assigned staff.
  • Maintains, develops and protects assigned City resources and facilities.
     
    Other Important Duties:
  • Oversees the research and application for supplemental and grant funding from the community and other entities.
  • Promotes Parks and Recreation services, programs and activities through the media, public events and publications.
  • Travels to off-site meetings, conferences and training.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential

Job Requirements :
Required Knowledge and Skills:
  • Knowledge of parks and recreation development, implementation and management practices and techniques.
  • Knowledge of Museum and performing arts program development, implementation and management practices and techniques.
  • Knowledge of long and short range facility and open space development, maintenance and repair.
  • Knowledge of computers and related equipment, hardware and software.
  • Knowledge of City policies and procedures.
  • Skill in preparing and presenting effective oral and written communications.
  • Skill in planning and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.
  • Ability to assess staff skill levels and assign work appropriately; along with the ability to motivate team efforts to accomplish goals.
  • Ability to communicate effectively and clearly, both orally and in writing.
  • Ability to identify problems and propose solutions in a timely manner.
  • Ability to gather and analyze data and draw conclusions and present data and other information in a clear and logical manner.
  • Ability to handle a wide variety of tasks and projects with minimal supervision and direction.
  • Ability to handle confidential information in a responsible manner.
     
    Preferred Education, Experience, and Certifications:
  • Bachelor’s Degree in Parks and Recreation Administration, Public Administration, Business Administration or related field, and seven (7) years parks and recreation administrative experience, five (5) years of which is in a managerial or supervisory role; or equivalent combination of education and experience.
  • May be required to obtain Certified Park and Recreation Professional Certificate (CPRP) issued by the National Recreation and Parks Association within six (6) months from date of employment.
  • Must pass a pre-employment drug screening and/or post offer physical exam.
  • Must possess State of Texas Driver’s License within six (6) months of employment.

Hearing 2 – receive detailed information, make discrimination in sound.   Visual Acuity 2 - color, depth perception, field of vision. X
Kneeling – bending legs at knee to come to rest at knees.   Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures. X
Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.   Visual Acuity 4 - operate motor vehicles/heavy equipment.  
Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning. X Visual Acuity 5 -close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.  
Pulling - use upper extremities to exert force, haul or tug.   Walking - on foot to accomplish tasks, long distances, or site to site.
